According to the Proceedings of the First Provincial Congress of North Carolina (....also the first elected provincial congress held in America) the Congress was held in New Bern, NC during 25-27 August 1774. Seventy-one (71) representatives attended from thirty (30) counties and six (6) towns. Twenty-five (25) "Resolves" were published in the proceedings. Many of the members of local Committees of Correspondence served as representatives and their thoughts and grievances were consequently embedded within those 25 Resolves.
