Amy, the government of Kyrgyzstan recently wanted to make some amendments to its constitution, but they have run into a problem. What is it?
AMY DICKINSON: Wait, is this the government of...
SAGAL: Kyrgyzstan.
DICKINSON: That's not a place.
SAGAL: It is.
(LAUGHTER)
SAGAL: It's a former, Soviet socialist republic. It's in Central Asia.
DICKINSON: Oh, OK. So they need to change their constitution...
SAGAL: Right. They're just like, we're going to change our constitution, going to make some adjustments.
DICKINSON: And...
SAGAL: But there's a problem.
DICKINSON: The problem is it's not a place. So...
(LAUGHTER)
DICKINSON: ...They - no, that's not it.
SAGAL: No.
DICKINSON: They want to change the constitution, but the problem is they don't have a constitution.
SAGAL: Close. They had a constitution. But...
DICKINSON: They lost it.
SAGAL: Exactly. They cannot find it.
(SOUNDBITE OF BELL, APPLAUSE)
SAGAL: So the constitution of Kyrgyzstan...
ADAM FELBER: Who had it last?
PAULA POUNDSTONE: Nicolas Cage.
(LAUGHTER)
SAGAL: The constitution of Kyrgyzstan - that's a country whose main export is convincing people they're not a fictional country from "Mission Impossible" - they approved a new constitution in 2010. And now they want to make some changes, but nobody can find the document.
FELBER: (Imitating accent) I thought you had a copy.
SAGAL: That's exactly what's happening...
DICKINSON: They should ask WikiLeaks to just look for it.
(LAUGHTER)
SAGAL: I - no, this is literally true. The justice department in charge of laws, they say the president's supposed to have it. The presidential office is like, no, we thought you guys had it.
DICKINSON: They should send it to John Podesta because then we would all have it.
SAGAL: That's true.
(LAUGHTER)
SAGAL: And since they can't find it, they can't agree on what it actually says. So they can't change it. It's a real opportunity. You can just make it up. You can say, yeah, I'm a Second-Amendment guy. The Second Amendment of the Kyrgystan constitution requires you to give me your HBO Go password.
(LAUGHTER)
DICKINSON: Maybe that's where Bob Dylan is...

FELBER: It's possible...
DICKINSON: ...Helping them, you know, like...
SAGAL: He's hiding somewhere with the Kyrgystan constitution...
FELBER: They're convinced he speaks their language.
