Absentee-by-mail ballots in North Carolina are already being returned for the 2022 midterm elections. But with just seven weeks to go before Election Day on November 8th, state and local elections administrators must contend with an onslaught of records requests from a race that was certified almost two years ago. WUNC's Rusty Jacobs reports.
