North Carolina Governor Roy Cooper says the attack on electric substations in Moore County will prompt a review of how authorities protect critical infrastructure.

The two Duke Energy substations were badly damaged by gunfire Saturday night tens of thousands of customers are still without power Tuesday morning.

At a press conference in Moore County Monday afternoon, Cooper called the attack "a new level of threat."

"We will be evaluating ways to work with our utility providers and our state and federal officials to make sure we harden our infrastructure where that's necessary and work to prevent future damage,” he said.

Authorities say they're still investigating a motive in the attack.
