North Carolina Governor Roy Cooper has ordered all U.S. and state flags to be lowered to half-staff at state facilities until sunset Tuesday to honor former U.S. Supreme Court Justice Sandra Day O'Connor.

O'Connor, who was the first woman to serve on the U.S. Supreme Court, retired in 2006. She died on Friday.

A private funeral will be held Tuesday at the Washington National Cathedral.
